The City Engineer performs complex advanced technical and administrative work supervising the planning, development, and construction of a variety of Public Works facilities constructed in the City by public agencies and private developers. The City Engineer ensures the public health, safety, and welfare of the public and maintains City standards, codes, and ordinances. Under limited supervision manages the design, construction and right-of-way management for construction projects and development review process and activities for the Public Works Department.

Essential Duties and Responsibilities:

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   1. Managing the City residential subdivision review and commercial/industrial site plan process.
  2. Maintaining project file databases and coordinating all submittal schedules and meeting activities.
  3. Coordinating and communicating with developers and contractors during development projects.
  4. Respond to public inquiries and complaints regarding traffic, signs, streets, parking, etc.
  5. Preparing design drawings, plans, specifications, and bidding documents for the City projects, and supervise various subordinate staff in their daily work activities.
  6. Coordinates work of consulting engineers, other municipal departments, other utility providers, and other government agencies with active and planned work projects within the City.
  7. Represents the Department at meetings and serves as a point of contact for new development projects.
  8. Responsible for preparation of ordinances and reports for City Council legislative action and attending City Council meetings on an as-needed basis.
  9. Responsible for updating and maintaining engineering design and construction standards adopted as City Code.
  10. Will represent the City in contacts with other governmental jurisdictions, contractors and general public on engineering matters.
  11. Carries out supervisory responsibility in accordance with policies, procedures and applicable laws including: training in job skills; planning, assigning and directing work; appraising performance; addressing complaints and resolving problems; supervises the work of engineers, technicians, and inspectors engaged in various aspects of public works projects.
  12. Manages grant applications and coordinates consultant services including requests for qualifications, monitoring contract deliverables and evaluation of recommendations made by consulting engineers.
  13. Ensures that citizen requests and/or issues relating to the Engineering Division are investigated and resolved.
  14. Will perform special assignments as requested, to include researching, developing and implementing programs and presenting technical data to management, elected officials and others.

Minimum Qualifications:

  1. Bachelor’s degree with coursework in civil engineering, or related field and substantive experience in consulting and/or municipal engineering experience, or equivalent combination of education and experience.
  2. Minimum of three years’ experience.
  3. Possession of a Missouri Professional Engineering License or a license in another state with the ability to receive a Missouri license within six months.
  4. Possession of an appropriate driver’s license valid.
  5. Excellent written and verbal communication skills required.

Necessary Knowledge, Skills and Abilities:

     Knowledge of :

  1. Principles, practices and advanced theories of civil engineering, or other engineering discipline related to area of assignment.
  2. Basic budgetary principles and practices.
  3. Computer applications related to work, including database programs such as Cityworks and GIS mapping programs.
  4. Applicable state, federal and local laws, rules and regulations.
  5. Methods and techniques of research, statistical analysis and report presentation.
  6. Researching, compiling, and summarizing a variety of information and statistical data and materials.
  7. Organizing work, setting priorities, meeting critical deadlines, and following up assignments.
  8. Good mathematical skills.
  9. Communicating clearly and effectively, orally and in writing.
  10. Preparing clear and concise reports, correspondence and other written materials.
  11. Ability to read and understand engineering plans and specifications.

Guidelines:

  1. Federal, state, local statutes, regulations, guidelines and permits related to streets, traffic, wastewater, stormwater and public drinking water.
  2. City and department policies and procedures.
  3. Guidelines require judgment, selection and interpretation of application.

Complexity:

The work consists of varied duties related to managing/overseeing and inspecting public works projects to ensure compliance with city policies and standards. Difficulty in locating records of prior public works projects contributes to the complexity of the work.

Physical Demands and Working Environment:

The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job.

Work in office and field environments; sustained posture in a seated and/or standing position for prolonged periods of time, and provide on-site field construction inspections on assigned projects including, but not limited to, roadway, wastewater, stormwater, water line, sidewalk and trail areas. Indoor and outdoor environments; travel from site to site; exposure to inclement weather conditions; work around heavy construction equipment; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain; work or inspect in water, underground, and/or confined spaces.

Sufficient physical ability to walk, stand, bend, stoop or climb for prolonged periods of time; work with and around equipment and machinery; moderate or light lifting, typically not to exceed 50 pounds and carrying; operate motorized equipment and vehicles. See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents, to operate equipment and determine compliance with inspection standards, principles or practices. Hearing in the normal audio range with or without correction. The employee must be able to feel attributes of objects, grasp, push, stand, walk, drive, reach with hand/arms, stoop kneel, crouch, climb/balance and operate mechanical equipment. The employee is regularly required to have repetitive wrist, hand and/or finger movement.

The employee may be required to wear Personal Protective Equipment as required for the assigned job duties. Some tasks may require use of a respirator.
